Office of Planning and Budgets

The Office of Planning and Budgets (OPB) strives to create a culture of values-based, evidence-driven decision making at MSU in areas of planning and policy development. From collecting, analyzing, and communicating information used to inform decision making to collaborating with individual university units in the development, analysis and dissemination of information, OPB is responsible for coordinating planning and budgeting processes across the university.

MSU’s planning and budget process affirms annually that stakeholders receive the best possible value for their higher education investment. MSU also is committed to ensuring that our doors are open to qualified students across the socioeconomic spectrum and to engaging in communities across the state to improve quality of life and build a sound economic future.

Facilities Planning & Space Management

Facilities Planning & Space Management (FPSM) is responsible for Capital and Space Planning and Space Administration for the university, aligning space and physical resources with strategic vision to support MSU’s core mission of teaching/learning, research, and outreach.  FPSM administers university space policy and provides leadership and guidance to Major Administrative Units to assist with the planning and utilization of space and facilities.  In addition, FPSM manages the MSU Space Inventory, instructional space planning and improvements, and barrier-free planning.

Institutional Studies

Institutional Studies (IS) provides timely and accurate information to support university decision making. This is accomplished by collecting and disseminating student, instructional, human resource, research, and financial data. These data are used for both internal planning and assessment, and to meet mandated state and federal reporting requirements. As a campus resource, IS supports data quality, integrity, and appropriate use.

Strategic Planning

Strategic planning at Michigan State occurs in an integrated fashion across academic and non-academic units and takes into account long-range and yearly needs.  Long-range planning is guided by MSU's Mission Statement and Bolder by Design strategic framework.  On an annual basis, all academic colleges, academic support units, and administrative units participate in an integrated planning and budget process.

Organizational Change and Common Unit Codes

Creating, moving, closing, or otherwise modifying an organization (often referred to as departments or units) is a complex process involving numerous systems and moving pieces across many areas including HR, Finance, and IT. To manage changes relating to officially recognized university organizations including names, location, and organization managers, MSU utilizes the Organization of Interest (OOI) application. OOI is the official system of record for all organizations at MSU.
